Moralar: the IDB’s resettlement monitoring platform, piloted in Niterói

A configurable tool for IDB resettlement projects: three user roles, a process timeline, a housing catalog, and post-move follow-up — piloted with PRODUIS in Niterói.

  • Standard IDB product
  • 3 access roles
  • Housing matching
  • Post-move follow-up

Context

Resettling families is a long process involving many stages, meetings, and stakeholders: residents, social support technical teams, and public administrators. The Inter-American Development Bank (IDB) wanted a tool to monitor it that could become a standard product replicated across projects. The pilot was the PRODUIS resettlement in Niterói.

What we built

  • Flexible project configuration: visual identity, logos, and database parameters for each operation.
  • Three roles with dedicated interfaces: resettled residents, the Technical Social Work team (TTS), and public administrators.
  • A timeline with scheduling and status for resettlement stages, meetings, and courses.
  • Housing matching: a catalog of housing options preselected for families.
  • Post-move follow-up: support for families and reconnection with local service networks.
  • Direct communication with families about the process.
  • Sized for the pilot — 100 families, 10 TTS professionals, and 10 public administration staff — with scalability for other projects.

The challenge

A complete, customizable solution for a multilateral institution: every IDB project has a different reality, and the platform needed to adapt without being rewritten, from visual identity to data structure. It also had to retain hierarchical access and an appropriate experience for each role, including families with limited digital familiarity.

Results

Moralar brought organization and transparency to resettlement in the Niterói pilot and established a foundation for replication in other IDB projects: a complete, adaptable technology solution for public policy.
